The Electronic Lien and Title (ELT) program provides paperless vehicle titles to participating financial institutions. The ELT program exchanges lien information between the Georgia Department of Revenue and the financial institution facilitated by ETR service providers. A service provider’s role is to transmit electronic lien information to financial institutions and the Department through software applications.
The Electronic Lien & Title (ELT) system enables lenders to place liens and accept electronic titles from the Georgia DOR. ELT is mandatory for lenders: As established by the Georgia Department of Revenue Motor Vehicle Division (DOR), under the regulation of Georgia law HB865 Code Section 40-3-26, on or after January 1, 2013 Electronic Lien and Title (ELT) have become mandatory for all vehicle finance institutions. This will include all Buy-Here/Pay-Here dealers, finance companies and any other entity that finances vehicles, vessels or mobile homes in Georgia.
