GIADA Member Update

May/June Executive Director Message

It’s time for our 67th Convention!
We invite you to join us in beautiful Savannah, GA, for this year’s annual convention and tradeshow. Don’t miss this great opportunity to network with vendors and other dealers. We will be right on the river at the Hyatt Regency Savannah. The dates are July 21st -23rd. You can bring the entire office and your family!

By now, you should have renewed your Used Car Dealer license. As a member benefit, our office renewed licenses for over 800 dealers. The renewals that our office submitted were usually renewed within a few hours and those dealers are all set for another two years!

I was able to attend the BHPH Summit in April held in Las Vegas and I must say that our members, Tax Max, Berkshire Risk Services, Buckeye Dealership Consulting, Ituran and Primalend put on a first class show! Most of the classes had dealers as speakers and there were many dealer panels that were very interesting and intuitive. I am proud to say that Georgia was represented by many of our very own dealers.

GIADA is now offering Title classes. Our first class was held April 4th and we had 29 people attend. The next title class will be held July 11th. This class is FREE to GIADA members and dealerships that use Titletec as their ETR provider. Register now at

GIADA’s government affairs team had a very busy and successful session on behalf of GIADA. Here are the latest updates from them:

  • There was legislation requiring dealers to get permission of the driver before placing a GPS under their vehicle, HB 905. It was put in the House Judiciary Non-Civil Committee and did not move out of Committee. We met with the bill’s author and the Committee Chair about GIADA’s position of being against the bill, and it did not pass.
  • Our legislative team worked with the Department of Revenue (DOR) Commissioner and leadership asking DOR and State / Local law enforcement to enforce the state law requiring auto recyclers and scrappers to check for lien holders and owners at DOR before accepting a vehicle. The Commissioner told our lobbying team in late March that DOR will now take on the role of being the enforcer of this state law requiring the recycler and scrapper to check for the lien holder, and this will include fines, penalties and more for violators. Please send any infractions or problems you came across with this to the GIADA office, and it will get forwarded to the appropriate people at DOR.
  • DOR leadership sent our team bulletins from the last couple of years with DOR telling the scrappers and recyclers they have to check for the lien holder per state law. It needs to be enforced by DOR and law enforcement.
  • HB 1481 passed out of the House and the Senate and awaits the Governor’s signature or veto. It requires DOR to review a dealer’s sales for the last three years instead of one year when distributing dealer tags, because many dealers’ sales numbers have been below normal over the last couple of years since COVID.
  • GIADA leadership was made aware late in the legislative session by some dealers of a problem with dealers having to pay unpaid school zone camera traffic tickets on vehicles that dealers obtain at auction, trade in, or however else, before they can sell the vehicle and transfer the title. Our team attempted to work with the House of Representatives leadership to introduce and pass legislation. The House leadership was very helpful in trying to help. Due to it being introduced late in the session and dealers getting stuck in the middle of those not wanting to hurt camera traffic tickets, those who don’t like camera traffic tickets, and Senate leadership not pushing it very hard, nothing passed on it this session. Our government affairs team and GIADA is going to make this a top priority to pass hopefully in the 2023 session.
  • DOR MVD leadership did share with us that dealers can go to this website to check to see if there is a school bus/zone ticket hold on a vehicle before taking it in or selling it.
Thank you for being a member of GIADA. If there is every anything I or the staff can do to assist your dealership, please don’t hesitate to give us a call. We hope that you and your family have a safe and enjoyable Memorial Day and we look forward to see everyone at Convention in Savannah this year for lots of sun and fun!
